Policies, services and products fail when they are built on assumption. We research what is actually going on: the people, the systems they live inside, and the technology shaping both, so decisions start from evidence rather than instinct.

The thinking

As much as the decision needs.

Weeks and weeks of discovery became the default regardless of the question. Sometimes it is exactly right. Often it restates what the organisation already knew, lands after the decision was taken, and spends the credibility the next piece of research will need. The opposite failure is just as common: a choice worth millions made on instinct, because research looked like a delay.

We start from the decision in front of you: what it turns on, what you already hold, and what would change your mind. That sets the method and the depth together. It might be six weeks of interviews, a fortnight assembling evidence that already exists, or the finding that you know enough to act now.

Whatever the shape, synthesis is the product: patterns across sources, contradictions kept visible, findings in a form your decision-makers will use. Plans flex as the picture changes, following a thread when it opens without losing the larger question.

Evidence audit

Before commissioning new research, find out what you already know. We review the evidence you hold, show where it is strong, where it contradicts itself and where the gaps are, and hand back a map of what is known and what is still assumption.

People in context

The front end of a new policy, service or product. Interviews, ethnography and contextual research with the people the work is for, run ethically and at the right scale, building the foundation everything after it stands on.

Behaviour at scale

What people do, across a population. Segmentation, behavioural analysis and large datasets, connected back to the qualitative story so the numbers explain people rather than replace them.

Systems and policy

The context that decides what is possible. Stakeholder ecosystems, regulatory and policy landscapes, and the levers that actually move within them.

AI reality check

Where AI is genuinely working inside your organisation, where it is not, and where the honest opportunities sit. Evidence for leaders who need the realities, not the vendor version.

Our research practice runs alongside some of the UK’s leading academic institutions. Through the Retrofit Policy Lab we work with researchers at the Universities of Leeds and York and across the N8 Research Partnership, with backing from Research England, turning academic evidence into decisions, designs and experiments that hold up outside the seminar room.

The same work runs inside government departments, combined authorities, regulators and private companies, where research feeds straight into the design, experiments and strategy that follow.
